Ford mondeo rear lights not working

Ford mondeo rear lights not working. I don't have a spare fuse until tomorrow but i tested it on a meter and its not blown (someone has put a 10 amp in this so will swap for a 7. I used the proper bulb models becouse i consulted the manual (used bulbs with same wattage). I tried changing the bulbs tried a 380 and 382 with no luck. The Fog and Indicator Lights are working. This also manifests itself by turning on the brake lights (dimly) when I turn the headlights on! I luckily drive rarely in the dark nowadays, but obviously need to sort it!
